The theme of this cross is the idea of something "uncontained".

The cross has halves:  the electrical storm (Taurus) resonates with a thunderstorm (Aquarius) - thunder being the sound of lightning (electricity) splitting the air.  If anyone is directly under the lightning, the thunder is ear-splitting.  For anyone further away, the sound of thunder timed after seeing the lightning indicates how far away one is from the lightning strike.  A lightning strike is a buildup of friction within or between clouds that is suddenly discharged, looking for earthing. 

As the Taurus symbol describes an electrical storm, rather than a lightning storm, the image could also describe a novelty plasma globe, which despite containing electricity safely, still cannot restrain all the effects of electrical discharge - for example, touching the globe will make our hair slowly stand on end due to the static around us.

The other half of the cross describes uncontainable phenomena - the Leo epidemic that has spread rather than quarantined, the literal Scorpio container broken and spilling a perfume that spreads in both liquid and gas form - the perfume scent, like thunder, letting anyone further away know that something has split/spilt.  For your information, mumps involve painful swelling of the parotid salivary glands which are on both sides of the face, very close to the ear.

The Scorpio bottle did contain the perfume, but was not strong enough to withstand whatever broke it, and so the perfume is released and its essence fills the air.

The Leo symbol stands out because of the social and biological facets of "uncontained" contagion, while the other symbols resonate with the idea of an uncontained energy.
